Decision or will power will not bring virtue

There are two categories of states in our mind and they are order and disorder. In the category of orderly states comes love, happiness, joy, sharing, compassion, intelligence...etc and in the category of disorder states comes hatred, sorrow, pleasure, self centered, illusions, fear, conflict...etc. If you observe carefully all the religions have taught about orderly states i.e.) love your neighbor, don't hate anyone...etc, not only religions but so many gurus, ideals, ideologies, social organizations and now a days print media or electronic media tried to put human being in orderly state of mind and mostly they failed, which is evident by seeing the present society. Realizing that they all failed and not going into their trap again is one thing and then you and I should find out why they failed.
Now the single point that we left with is we must live with orderly states in our mind, I think the catching point is the decision or will power will not work out in this scenario, what I mean is I can't say to myself that I must be good to others from now onwards and be good to others. Decision of any kind can not bring virtue in human mind, and it seems there is nothing one should do to be virtuous. Understand your disorderly states or simply realize, be aware that the mind is occupied with disorder this simple realization will bring virtue. Don't force yourself for order in life just understand disorder in your life. Only through negation of disorder is there order in life? this negation should be out of learning without any desire for end result.
